If you're trying to make changes, use a program like windows enabler (search for WindowsEnablerv1.1). You can mod freqs etc. Use the CE59 to read the radio, SAVE, then use enabler to mod what you want Common - Hardware (I've had ok results going 450 to 440), SAVE with a different name, then write back to the radio. The other way (which worked on older versions3 and I think 4) is to add a -manu to the Target of the shortcut. Open and you get a password prompt enter ansho-bango for the password. I haven't messed with programming in a LONG while. I only have V5.04 which the -manu does not work on.

I am not sure which version it stops working on but here is how to access it on the older versions. Install CE59 normally. Go to “CE59 for Windows” folder. It will be in C: Vertex Standard, C: Program Files Vertex Standard, or C: Program Files (x86) Vertex Standard, depending on your operating system. Right click on CE59Win.exe and select “Create Shortcut”. Right click on the newly created shortcut and select “Properties”.
In the Target field add -manu (with being a space) at the end of the string. Click “Apply” and then “OK”. Double click on shortcut and in Password box enter “Developer Only” (no quotes) and click “OK” to start CE59 in Manufacture Mode. Clicking cancel, or entering the wrong password 3 times, will start CE59 in regular mode. Radiotinkerer1 is correct about the Manufacture Mode not working on the newer versions of CE59. You must save a codeplug and use it to program your radio otherwise if you read the radio it sets all OOB freqs to 450MHz. A nice FULL write up by garrettramsey21.
MOTechGuy you're correct about the OOB codeplug being radio specific. I THINK I had a read workaround. I believe I modded the defaultud.c59 file with OOB of 440, then saved it and it didn't blank everything back to 450 on read. If someone wants to try that, cool. I can also dig out the XP computer in a few days.Edit - I just tried the Windows Enabler to edit the bandwidth on 5.04 and if you modify the defaultud.c59 and defaultua.c59 files for OOB (they're write protected so you'll need to change that) AND the codeplug you can read from a modified radio without losing the OOB programming. The range I've got for the ua is 400-480 and the ud is 430-520. I think everyone is aware that the VCO lockup will be a lot less than these wide ranges and if you've got a flashing display, you're certainly not locked.

The VCO locks on my VX-4207 all the way to 442.775MHz so far haven't tried below that.
